St. Hannibal Empowerment Center (SHEC) of the Rogationists of the Heart of Jesus is a religious organization. SHEC is one of the concrete expressions of the charism of the Congregation of the Rogationists of the Heart of Jesus which is focused on praying for vocations and on assisting the poorest of the poor. SHEC was conceptualized and formulated after a series of immersions of the Rogationists in the depressed areas of Pasay City. After almost six years of dealing with the people, the Rogationists finally decided to live with the people in order to fully assist them in their pressing concerns. SHEC, then, aims to empower the people especially the informal settlers of Malibay, Maricaban, Riverside and Apelo Cruz. All these areas are in Pasay City. To carry out this aim, the center endeavors to assist the people in their housing program, to facilitate them in their livelihood projects, health program, to assist them in their educational program in favor of the poor yet deserving students and to help them in their value formation.
A. Housing Program
In order to assist the people in Malibay, Maricaban and Apelo, Pasay City about their housing problem, an intensive survey has been made by the Rogationist Brothers and Fathers. The result of the survey states that there are around 2000 family heads who are informal settlers or squatters. Their primary concern is about their land security because they are occupying a place that is not proper to them. Thus, right now, they are being assisted on how they can have the possibility to acquire their lots. Various trainings are given the them. These include leadership, capability and value formation.
B. Livelihood Program
Right now, feasibility studies are being undertaken in order to find out what will really benefit the people.
C. Education
1. Scholarship Program
SHEC aims also to assist the poorest of the poor youth to avail of proper education. At present, there are fifty-three scholars. The approach to these scholars is comprehensive. The assistance that is being afforded to them includes the following: financial, technical, spiritual, intellectual and moral formation. The parents are expected to take part in this endeavor. Without their explicit support, the assistance is not given to their children. Thus, they too have their formation.
2. Home Study Program
Parents who have not been finished their elementary and high school are given the opportunity to finish them. They have their studies in their homes with the assistance of Angelicum.
3. Out of School Youth Program
Youth who are interested to study short term course are assisted to take computer lessons on Asian Social Institute.
D. Health Program
In order to have a sound body in working for their daily concerns on housing, livelihood, value formation and other matters, their health is also being given attention to.
E. Value Formation
This is the underlying element that makes the programs of SHEC move on. This includes spiritual formation of all the people who are covered by the programs of SHEC.
